ANNUAL MEETING MINUTES
August 30th, 2025 – 9:00am Howard J. Perry Maintenance Station parking lot
- CALL TO ORDER, INTRODUCTION OF BOARD, STAFF & MEMBERS:
Meeting was called to order at 9:00am by President Eileen Ilano. Introduction of Board Members and staff.
- ADDITIONS/DELETIONS TO AGENDA: In Accordance with Section 2(b) of the Government Code (Brown Act) an item may be added to the agenda. For more info on additions/deletions to the agenda visit https://leginfo.legislature.ca.gov select code GOV and keyword 54954.2. None
- PUBLIC COMMENT: Any person wishing to address the Board of Directors on items of interest to Talmont Resort Improvement District not listed on the agenda may do so at this time. It is requested that comments be brief as possible, since no action may be taken by the Board on items addressed under Public Comment.
A resident warned other residents about roots in their sewer lines and the havoc it caused.
- ADMINISTRATIVE ITEMS: Year End Financial Report – By Jonathan Jocem
Jonathan spoke about fiscal year 24-25 financials. Reminded everyone that per the 5 year rate study that the next rate increase will be reflective on your Oct. 1 invoice. Those rates are available on the website. Jonathan noted that TRID’s expenses were pretty much as anticipated with the exception of electricity. This showed an increase of 32% for the year. He explained that he was exploring all other alternative options for electricity, one being solar and was still doing the research necessary to address all concerns. He apologized for the misinformation sent out by one member on this and not on behalf of the board. When he has the complete information he will address the board. Questions from group concerning rates from Liberty, rates are higher than residential as TRID is a commercial account.
- OLD BUSINESS: Past Year & Upcoming Improvements – By Eileen Carey & Rick Dewante
Eileen spoke about the addition of radios to communicate between all the stations has been implemented, telephone lines will now just be backup. TRID’s meter reading software was upgraded allowing meters to be read in a very short time. A Defensible Space Program for TRID properties was adopted with $10,000 authorized for priority expenditures. They are looking into the replacement of the Skyline tank and are working on a surge study of the system.
Rick added that the radios are a great addition as the telemetry lines were unreliable. Working well will test thru winter. If good will get rid of ATT lines then. All stations now have generators for power outages.
- WATER MANAGER’S REPORT: By Rick Dewante
Rick talked about a persistent positive bacteria test in Well #1. TRID doesn’t chlorinate the water so it happens occasionally especially in spring. First positive was in June, retested and switched to another well taking if offline and chlorinating while they figure out the source. It tested positive again the last week in August. Next step is to pull pump and further investigate to find breach. They also did some extra water testing this year that is only done every 5-9 years. New regulations, office out of Sacramento now not Redding. Lead and copper were tested at 5 houses. No further testing was required as nothing came back as needing action. Questions: Why doesn’t TRID chlorinate? Rick stated that they have never had a positive E Coli which is different from what they had and therefore can be treating with chlorinating at the time. It is very hard on the system, very corrosive on the tanks and also has to be monitored. Only needed in emergency cases.
- SNOW REMOVAL REPORT: By Willi Dodge
Willi stated all the equipment is running great and it was a good snow removal year.
