MINUTES OF THE
TALMONT RESORT IMPROVEMENT DISTRICT
August 31, 2019- 9:00 A.M.
ANNUAL MEETING 2019
Maintenance Building, Talmont

1. CALL TO ORDER: The meeting was called to order at 9:00AM by Howard Perry.
Directors Present: Howard Perry, Larry Anderson, Kym Pipkin, Jim Henderson, Tim Schroeder
Others Present: Libby Gregg, Rick Dewante, Willi Dodge

2. ADDITIONS/DELETIONS TO AGENDA – In Accordance with Section 54954.2(b) of the Government Code (Brown Act) an item may be added to the agenda.

3. PUBLIC COMMENT: Any person wishing to address the Board of Directors on items of interest to Talmont Resort Improvement District not listed on the agenda may do so at this time. It is requested that comments be brief as possible, since no action may be taken by the Board on items addressed under Public Comment.

4. ADMINISTRATIVE ITEMS:

Director Jim Henderson introduced himself and board members and staff. Meeting will be conducted in an orderly fashion, no over speaking, wait for your turn to speak. Tim Schroeder has taken Leigh Ann Cullen’s place on the board of directors. Jim explained that TRID is not a HOA, it is a Special District, primary function is to maintain the water system and keep the main roads open in the winter. Financial report: TRID projects are funded by reserves in the bank, no loans, and has $1.25 approximately in reserves.

5. OLD BUSINESS:

Past year improvements include a fire pump installed at the Montclair water tank, the backup generator creates water pressure to fight fires. Bollards have been added to a majority of fire hydrants which will be able to be cleared now in the snow. A Cat 140M motor grader has been purchased for the roads, much quieter and more efficient along with a blower attachment for the loader than will help clear cul de sacs and fire hydrants. A Ford F-250 pickup truck was also purchased that carries a fuel tank. There is a new generator at the maintenance building in the event of power loss and a generator will be installed at the Silvertip water tank soon. The Silvertip Tank interior recoating project was also finished this fiscal year along with paving of the garage area and tree removal cleanup on TRID lots.

6. SNOW REMOVAL REPORT:

Willi Dodge spoke about the newer grader and its efficiency. Conversation with group regarding plan to add an extra driver. This extra driver will be on call and both drivers may have to plow together during heavy storms. Talmont has had backup drivers in the past, it has never been an issue. The county also has times where multiple blowers are in the neighborhood at one time with out a single problem also. The extra driver is needed in the event Willi gets sick, injured and can also assist with clearing the fire hydrants. This driver has not been hired yet, will be advertising as it gets closer to winter. Group seemed to understand and accept the need for a backup driver.

GPS-Libby gave a presentation on the GoRugged tracking device. This would show customers where the plow is at when plowing snow. Potential to add all the snow removal contractors also to this system. Board is in discussion about this system.

7. WATER MANAGERS REPORT:

Rick stated there have been no issues this past year and no chlorine had been added.

8. GUEST SPEAKER:

Erin Holland of the NT Fire Protection District, Public Information Officer talked to the group about recent fires and steps you can take to protect your home. Flying embers can also be a huge problem. The free chipping program is still ongoing and they can be reached at https://www.ntfire.net/defensible-space-chipping, defensible space inspections can also be found at that site. Erin suggests all homes have a summer kit available with smoke masks, head lamp, extra reading glasses, water bottles, dog food in case of a quick evacuation. There is an emergency alert system thru Placer County .

9. ADJOURNMENT:

The meeting was adjourned at 10:55am. The next regular meeting of the Board of Directors is Oct 15, 2019 at 8:30am.
