Talmont Resort Improvement District
Wednesday, February 11th, 2026, 8:30 A.M.

1. CALL TO ORDER Meeting was called to order by Board president at 8:30am
Members present: Eileen Ilano, Mike Towne, Jonathan Jochem, Kristen Anderson and David Horovitz
Others present: Bugg Vokel and Rick Dewante by phone
2. ADDITIONS/DELETIONS TO AGENDA: None
3. PUBLIC COMMENT – None
4. CONSENT CALENDAR
4.1 Approval of the regular board meeting minutes December 10th, 2025. Motioned to approve by Eileen and 2nd by Jonathan Jochem and Approved by all
4.2 Approval of the Paid Bills – Question was brought up about Radio telemetry cost and what the total costs will be. To date we have spent 16K. Rick will get numbers together for a better idea. Motion to approve bills was made by Mike Towne and seconded by Jonathan Jochem all approved.
5. NEW BUSINESS – None
6. UNFINISHED BUSINESS
6.1 Generator cover update – Still waiting on supplier to get cost of project hope to have a quote by next board meeting.
6.2 High water usage committee update – After more review short term rentals does not look like they correlate with high water usage. What was deduced was the high-water usage accounts 80% of them have irrigation.
7. ADMINISTRATIVE REPORT – Cross connection control exam results came back and Bugg is now our licensed Cross connection control specialist for TRID. Per the State water board and our new CCCP plan that was adopted in August. TRID will start implementing Cross connection hazard assessments during change of ownership and new builds. Last admin will look into utilizing or getting a check scanner in the office for less BMO deposit runs.
8. WATER MANAGERS REPORT – Everything running smoothly, working on surge tank bids and hoping to have them for our April board meeting.
9. SNOW REMOVAL REPORT – Snow manager could not attend meeting because he was plowing snow at the time. But he reported everything is doing good.
10. CORRESPONDENCE & DIRECTORS COMMENT’s – No correspondence, Kristen brought up residents asking her about why we don’t do find my plow? Right now TRID does not because of employee privacy concerns. She also brough up how we communicate with Placer county to sand our streets. Kristen brought up putting up signs for dog poop and mutt mitts around the community and garbage pickup. Jonathan brought up putting fire hydrant signs on our fire hydrant markers.
