1. CALL TO ORDER Meeting was called to order at 8:31 by President Ilano
Directors Present: Eileen Ilano, Mike Towne, Jonathan Jocem and Nelson Rudolph & Kristen Anderson by phone at 8:33am, Nelson Rudolph left meeting at 9:30am.
Others Present: Bugg Vokel, Richard Dewante, Willi Dodge, Jimbo, Christian Duty and Chris Bussert

4. CONSENT CALENDAR
4.1 Approval of the regular board meeting minutes May 14th, 2025. – Motioned and all approved
4.2 Approval of the Paid Bills. – Motioned and all approved
5. NEW BUSINESS
5.1 Transite pipe replacement timeline and cost – TRID would like to get a cost for the transite piping replacement ahead of our rate study in 2028. Pipes are pushing 60 years old and have a life expectancy of 60-100 years. TRID will start doing an annual asbestos test to keep an eye on piping integrity.
6. UNFINISHED BUSINESS
6.1 Encroachment on TRID lots – Bugg will reach out to multiple surveyors and get pricing to mark corners and write up encroachment detail for TRID.
6.2 Status of surge tanks prior to skyline tank replacement – Rick received 2 quotes for the surge tanks cost is roughly 68k per tank. An alternative to surge tanks are surge anticipation valves which are fully hydraulic. Rick will get a proposal for the anticipation valves in place of the surge tanks for an option and feels it’s something we should pursue. Skyline tank replacement has shown no movement contractors have not gotten back to Rick. Lot swap with CA conservation for possible new tank location was discussed.
6.3 Fire committee update – Jonathan, Eilene and Rick went to all the TRID pumphouse and tank sites and in general all TRID sites looked good. The Skyline tank was the one site that could use the most defensible space work. Hardening our water tanks from a fire was discussed with possible fire suppression utilizing exterior sprinklers. Rick will look into cost of installing fire sprinklers on pump houses and tanks.
6.4 Tahoe Solar Inc. update on solar – Christian and Chris joined us from Tahoe Solar and discussed the 3 main sites for solar. They concluded the Silver Tip tank is the best spot without having to clear cut trees for panel placement. Financial analysis shows pay off for itself in 7 years. A 45 solar panel ground mount system can fit and cover the historical electrical usage. Liberty does 1 to 1 net metering which means by back is at retail rates for any electricity produced and not used. Concerns of snow removal were brought up. Jonathan tasked to get install numbers and specs for the next board meeting for a vote to move forward.
6.5 Find my plow discussion – Currently TRID’s snow removal manager does not consent to being tracked and under AB-984 CA Penal code Sec 637.7 prohibits using electronic device to determine the location or movement of a person without consent.
7. ADMINISTRATIVE REPORT
7.1 CCCP update – TRID’s backflow program was submitted to the state and excepted and now we are waiting to hear back from the state. Liberty is removing some trees around the district near high voltage lines.
8. WATER MANAGERS REPORT – Bac T test was positive in June and snowballed into multiple positive tests in the wells. Luckily the water system was not affected and we could leapfrog from well to well to keep clean drinking water in the system. Rick has turned in all the reporting to the state. Rick is working on possible sources of entry in the wells and sealing up anything that may be the source cause. Installed a radio link on Montclair to Silver tip and its working great. Planning to finish the radio install at the other locations.
